A total of 65.7 percent of parents of fifth-grade primary school students do not think it is necessary for their children to carry cell phones, a survey showed Monday.At the same time, a record 23 percent of fifth-graders own cell phones, according to a fiscal 2011 survey conducted by the national council of parent-teacher associations.
