India: For e-Governance Leadership Is Most Important

A day-long workshop on national e- Governance programme held in Kohima has emphasized the need for playing more pro-active roles by the states and their leadership for success of citizen-centric ambitious electronic services delivery system in the country. The state e-Governance consultative workshop on “citizen centric e-Government,” organized here today by Department of Electronics and IT under Ministry of Communication and IT in association with NASSCOM, was of the opinion that the states instead of waiting for the electronic services delivery bill to be passed by the parliament can even adopt their own policies and programmes to make as many as services possible to deliver electronically. Giving an overview of national e-Governance plan (NeGP) and its implementation, director of national e-Governance division (NeGD) V Sivasubramanian said solely by mounting infrastructure in terms of hardware, software and human resources, the e-Governance programmes would never be successful unless leaderships both at political as well as bureaucratic levels initiate some pro-active roles. “The leadership must recognize and appreciate the imperatives of e-Governance in all possible areas for the ultimate goal of good governance,” he emphasized. Describing statewide area network (SWAN), state data centre (SDC), state portal and service delivery gateway (SPSDG) and decentralized common services centre (CSC) as the core infrastructures or four pillars of e-Governance, Sivasubramanian said only a few states have all the four features till now.
