S. Korea: Health Ministry to Reinforce Patients Knowledge of Rights, Responsibilities

Anchor: From August, all medical institutions in the country will be required to post a bulletin detailing patients' rights and responsibilities at reception desks and in emergency rooms. Our Kim Soyon has the report.

Report: The Health and Welfare Ministry said Tuesday that from Wednesday through late June it will put on notice a revision to enforcement regulations of the Medical Act.

The revision stipulates what content hospital bulletins outlining a patient’s rights and responsibilities should include and where they should be placed for viewing. The rights include the right to be treated, the right to know and decide for oneself, the right to confidentiality and the right to compensation for any damage. As for responsibilities, patients are expected to respect the doctors and not engage in any illegal treatment.

The government measure is to prevent patients from being disadvantaged or inconvenienced if they are not aware of their rights.

When the revised regulation takes effect August second, all medical facilities in the country must put up the notice within a month. Violators will be slapped with fines of up to one million won.

The revised bill also calls for more hospitals to operate exclusive monitoring teams on infection management. General hospitals and regular hospitals that have an intensive care unit and over 200 beds are subject to this rule.
