The government and ruling party are expected to agree Thursday on social security and tax reform plans, including raising the consumption tax to 10 percent, in a last-minute effort to save a policy pledge by Prime Minister Naoto Kan on his self-imposed deadline.
But the agreement could possibly come only after the government makes some concessions to the Democratic Party of Japan over the timing of tax hikes, signaling Kan’s weakening influence within the ruling party.
