Succeeding the strategic course under leadership of President Nursultan Nazarbayev, Kazakhstan constantly expands cooperation with the both West and East. This week the 38th session of the Council of Foreign Ministers of the Organization of Islamic Conference has been held in Astana, within which there were held several meetings at the high level. These days the Government members, including Prime Minister Karim Massimov, took part in various negotiations and meetings in the countries of Europe and the CIS. On Monday, June 27, Prime Minister of Kazakhstan Karim Massimov has left forParis to have bilateral talks. He met with Prime Minister of France Francois Fillon, Secretary-General of the Organization for Economic Cooperation and Development Angel Gurria. The Prime Minister of Kazakhstan voiced the intention of Kazakhstan to join the Organization for Economic Co-operation and Development. The issues of the participation of Kazakhstan in the OECD Program on development of the competitiveness of Central Asia were discussed as well.
Within the visit the Premier met with heads of a number of large companies of France. During the meetings there were discussed directions of interaction in various sectors of economy. Following results of the talks there were signed several documents in the sphere of trade-economic and cultural-humanitarian cooperation. In particular, there were signed: the Protocol on issues of air traffic linking capitals of Kazakhstan and France, the Agreement on cooperation in the field of peaceful use of nuclear energy, the Declaration on intentions on the issues of cooperation in the sphere of culture.
Minister of Transport and Communications Berik Kamaliyev got acquainted with the progress of work at South Kazakhstan's sector of "Western Europe-Western China" transport corridor. The corridor's length in South Kazakhstan region makes 448 km. On Tuesday, June 28, the Premier has participated in the 38th session of the OIC Council of Foreign Ministers and held a meeting with Minister of State for Foreign Affairs of the Sultanate of Oman Yusuf bin Alawi bin Abdullah. The same day K.Massimov has met with head of the British delegation, Co-Chairman of the Conservative Party, Baroness Sayeeda Warsi and Minister for Foreign Affairs of Australia Kevin Rudd. The issues regarding trade-economic, cultural-humanitarian cooperation as well as implementation of joint projects in various sectors of Kazakhstan's economy were discussed.
On Tuesday, the first Kazakh-German environmental dialog "On the way to Green growth" has been held in Astana. The Kazakh Ministry of Environmental Protection and the Federal Ministry for Environment, Nature Conservation and Nuclear Safety organized it. As Kazakh Minister Nurgali Ashim noted, this forum was carried out in order to clarify positions of the leading countries of the world towards the Astana initiative "Green Bridge." On Wednesday, June 29, within the 38th session of the OIC Council of Foreign Ministers the Prime Minister has held a number of bilateral meetings. He met with Minister of Foreign Affairs of Palestine Riyad Al-Maliki, Minister of State for Foreign Affairs of the Islamic Republic of Pakistan Hina Rabbani Khar, U.S. Special Envoy to the OIC Rashad Hussain.
On Wednesday there was held a sitting of the Government of Kazakhstan in Ukimet Uyi, Astana. Minister of Agriculture of Kazakhstan Assylzhan Mamytbekov presented a draft complex of measures on development of horticultural subsidiary husbandry for 2011-2014. According to him, the share of subsidiary husbandries in gross output of agriculture makes 56.8 percent. 'The state cannot fully rely on subsidiary husbandries. Nevertheless, the state has to provide assistance to such a considerable part of the output,' A. Mamytbekov said. First of all, the inventory check of the plots must be done, cultivated and abandoned plots have to be counted. In case of a need for expansion of the allocated for subsidiary husbandries lands the akims should have full information about the cultivated and abandoned lands. Then, the housing and municipal services will have to develop a feasibility report and design estimate documentation for creating the infrastructure for new subsidiary husbandries and allocated plots and reconstruction of the existing ones. Besides, the complex of measures includes reduction of the tariffs for electricity and water for farmers. Kazakh Finance Minister Bolat Zhamishev represented a draft concept on an integrated information system "Export/import transactions one-stop shop". According to the Finance Minister, the introduction of the e-one stop window system will help raise efficiency of customs procedures thereat it will inure to benefit at macro- and microlevels. It is planned to launch the system by 2013.
On Thursday, June 30, Prime Minister of Kazakhstan Karim Massimov has held a number of meetings within the 38th session of the OIC Foreign Ministers Council. The Head of the Government of Kazakhstan met with Mr. Hoshyar Mahmoud Zebari, the Minister of Foreign Affairs of Iraq, and Minister of Social Solidarity and Justice Dr. Gouda Abdel Khalek. The sides discussed the issues of development of trade, economic and investment cooperation. The same day, following the meeting of Minister for Economic Integration Zhanar Aitzhanova with European Commissioner for Trade by Karel De Gucht there was announced completion of bilateral talks with the European Union on all sectors of services within the process of Kazakhstan's accession to the World Trade Organization.
On Friday, July 1, the Kazakh Government's resolution has entered into force. In accordance with it, the salaries of public sector employees are increased by 30 percent. On July 1, K.Massimov talked over phone with Vladimir Putin. They debated issues concerning the Customs Union and removal of the customs barriers between our countries.
