In a unique move, the deputy commissioner office in Khulna has set a replicable example in digitising the civil suit management system to protect public property from grabbing.
First of its kind in the country, the system has brought all the law suits in Khulna, related to state property, under constant monitoring to keep authorities concerned updated about the status of the cases.
KM Rezaul Karim, additional deputy commissioner (Revenue), Khulna told the news agency that a private firm, Pranon Private Limited, developed the software called Digital Civil Suit Management System.
He said the system provided them with necessary information and update about all cases related to state land and property. The information and update include general facts and figures of all cases, detailed information of particular cases, progress of all cases and court orders.
Karim said from this system authorities concerned could keep an eye on the steps of public prosecutors and pass necessary directives to the respective officials to avoid any loopholes in dealing with cases.
The system also generates automatically a daily cause list and a monthly report of the cases, which are very helpful in keeping the cases under regular monitoring, he said.
Besides, he said all the information and services were accessible from the offices of authorised officials via internet using their unique user IDs and passwords for getting the services.
He said the respective officials could also pass necessary directives online instead of going through the hassles of a lot of paper-works what they used to do before introducing the digital system.
Karim said there were some problems in dealing with the cases properly, which often resulted in losing legal battles in one- sided verdict, causing loss of government property.
‘But, the online system eliminated any such scope to protect government interest better than ever,’ he said.
Currently, 19 courts in Khulna are dealing with 3,925 cases, related to state property and lands. But there are only 22 lawyers who are attending the courts to deal with 40 to 50 cases daily on behalf of the state. The new system, however, made the jobs easier than before by providing a digital data-base to deal with cases.
The new software is now under active consideration of the land ministry for replicating in all 64 districts to oversee state property properly. After review, Bangladesh Computer Council also observed that the system could be introduced in all districts.
