Kapil Sibal, Union Minister of Communications and Information Technology held a round table conference with the stakeholders to deliberate upon the draft National Communication Policy (ICT) Policy-2011 on Tuesday in the capital. Opening the deliberations Sibal said that the endeavour is not only to promote the growth of IT Industry – but to use ICT for empowering citizens and ensuring transparency and accountability in governance through reliable and efficient delivery of public services.
The ministry identified five key pillars through which the above objectives are sought to be attained which were, e-Government: Providing e-infrastructure for delivery of e-services, e-Innovation / R & D: Enabling creation of Innovation / R&D Infrastructure in emerging areas of ICT&E, e-Learning: Providing support for development of e-Skills and Knowledge network, e-Security: Securing India's cyber space, e-Inclusion: Promoting the use of ICT for more inclusive growth.
The views of the stakeholders towards formulation of the draft National ICT Policy were solicited in terms of two broad objectives viz. a 'Connected and Unified Government' and 'Empowerment of Citizens'. While the strategy on Connected and Unified Government includes mandating e Delivery of Public Services, development of Shared Platforms for, Public Services, Payment Gateway, Unique Identifiers for persons, property and business, GIS, Mobile enablement of services, and Standards and Interoperability, the Strategy of Empowerment of Citizens includes Bharat Nirman CSCs in every Panchayat, Every Panchayat to be connected on optical fibre, Collaborate and Promote creation of content in Local Languages – Education, Health, Agriculture, Skills etc., and Citizen Engagement and use of Social Media.
Concluding the deliberations Sibal said that the consultations complete the process of getting the views of stakeholders towards formulation of a draft National ICT Policy-2011 which would certainly ensure that the benefits of IT reaches the common man and empowers him with knowledge and information, inclusive growth and empowerment. The round table Conference was attended by Sachin Pilot, Minister of State for Communications & IT , R Chandrashekhar Secretary (DoT & DIT) & Chairman (Telecom Commission), representatives of IT and ITES industries, NASSCOM, ASSOCHAM, IT Departments of State Governments, Academia among others.
