The main opposition Liberal Democratic Party submitted to the lower house Wednesday a bill on reconstruction from the March 11 earthquake and tsunami as a counterproposal to the government bill submitted last week.
The LDP is proposing to immediately set up a new government agency that will work out and implement an overall plan to rebuild quake-devastated areas and issue special government bonds to raise funds exclusively for the reconstruction plan.
The government, if its bill is enacted, will initially create what it calls a ‘‘reconstruction measures headquarters’’ at the Cabinet to be headed by Prime Minister Naoto Kan. It will aim to eventually reorganize the headquarters into a reconstruction agency.
The ruling Democratic Party of Japan, headed by Kan, eyes having the reconstruction law enacted as soon as possible and is keen on negotiating with the LDP to secure its cooperation, party officials say.
