Seoul CIO to Boost City’s Urban Competitiveness with IT

Dr. Jong-Sung Hwang, newly appointed Assistant Mayor of Seoul for IT, shares with FutureGov Asia Pacific his plans to boost the South Korean capital’s urban competitiveness to the world’s 5th level.

“As the CIO of Seoul, one of my many priorities is the advancement of Seoul’s urban competitiveness. Particularly, I would like to focus on the better use of smart technologies for better results” he said.

According to Dr. Hwang, plans to boost Seoul’s urban competitiveness will be created based on the following agenda: 1) A city making the most of smart technologies by extending the use of smart phones, CCTV, smart TV, and WiFi. 2) A city making an outstanding use of smart technologies by applying intelligent data and real-time and pre-emptive public services. 3) A city with future-oriented smart urban living system which will address issues of safety, disaster, welfare, transportation, and other civil affairs. 4) A city with a smart economy and culture with focus on IT services, smart business, information security, and global contents.

“First, we will make a hundred per cent city-wide mobile life a reality. In this initiative,more advanced mobile networks will be built across the city by 2014, and, in partnership with the private sector and district offices of Seoul, the networks will ensure interactive communications and intelligent services anytime and anywhere.

“Second, we will make the most of video resources of CCTV in Seoul which increases every year by 39%,” he said.

Dr, Hwang added that a unified CCTV management system and video information will be used for the efficient management of urban safety which includes disaster and crime prevention, and facility management.

“Lastly, we will promote both smart security and the development of applications for smart devices at strategic IT industry areas of Seoul where over a hundred databases will be open to the public”.

In the 2010 Global urban competitiveness report, Seoul was ranked as the world’s 10th most competitive city. Included in the top 10 were New York, Tokyo, Paris, Chicago, San Francisco, Los Angeles, Singapore, and Hong Kong.
