Deputy Prime Minister and Minister for Finance Bharat Mohan Adhikari has released a white paper with guidelines and policies on various aspects of the national economy on Tuesday.
Finance minister Adhikari released the white paper by organising a press conference at the ministry Tuesday. Economists and some finance ministry officials have said, the white paper is the supplementary budget in disguise.
Economist Bishwambhar Pyakuryal said, although it’s given the name of white paper, it is like the supplementary budget.
The white paper includes features like tax waiving and cash subsidies otherwise included only in a budget.
Many officers at the finance ministry were not aware of Adhikari’s plan to release the white paper.
Finance minister Adhikari has claimed, the white paper is not another form of the supplementary budget but a guideline for the full budget coming next month.
