Indonesia: President Issues Directives to Ensure Food Supplies

In order to secure Indonesia’s staple food supplies amid extreme weather patterns, the President has issued two presidential regulations and an instruction in support of programs carried out by the Agriculture Ministry.

The directives were revealed on Thursday (20/1) during a meeting with the Coordinating Minister of the Economy Hatta Rajasa and Coordinating Minister for People’s Welfare Agung Laksono. All three regulations and instructions are to become the responsibility of the Ministry of Agriculture.

The orders instructed the Ministry of Agriculture to increase the distribution efficiency of superior seedlings and fertilizers to farmers through the Direct Superior Seedling Program (BLBU) and the Direct Fertilizer Program (BPL) in 2011.

The ministry was also ordered to issue policies to anticipate the effects of climate change that potentially affect the volume of Indonesia’s staple food supplies. Through the Presidential Instruction (Inpres), the Ministry was ordered to secure the national production of rice in anticipation of extreme climate change.

The deadline for the Ministry of Agriculture to finalize and implement the aforementioned measures and policies is set for the end of this week.

The meeting reaffirmed that the staple food production average growth rate must exceed 5%, and this target could be achieved by increasing the cooperation between the Ministry of Agriculture and regional governments to tightly monitor the difference between the predicted harvest volume and realization between April-January 2011.

“Indonesia experiences a surge in staple food supplies - especially rice - between February and July, as farmers harvest their produce during that period. When planting begins, logically our supplies will drastically decrease. This is why the State Logistics Agency (BULOG) hopes that our rice supplies will continue to rise to 80 percent from our total capacity to prevent shortages.”, stated BULOG president director Sutarto Alimoeso.
