The government confirmed its five-year plan to improve its official development assistance programs Tuesday, seeking to better help developing and poor countries across the world achieve sustainable economic development.
Under the plan, the government will drastically increase its aid for overseas emergency relief programs from the current one percent of the total ODA to six percent, which is the average of the Development Assistance Committee member states.
Korea officially became the member of the DAC, a club of major donors in the Organization for Economic Cooperation and Development, in January this year.
To strengthen civilian-government cooperation for the ODA programs, the government has decided to increase its budget for ODA-related projects carried out by nongovernmental organizations or private enterprises from 9 billion won ($7.8 million) ― set for this year ― to 90 billion won by 2015.
The plan was confirmed at the 8th International Development Cooperation Committee presided over by Prime Minister Kim Hwang-sik.
Under the plan, for “paid” cooperation, the government will focus on supporting green growth sectors to help developing countries better respond to climate change and achieve sustainable growth.
For “free” cooperation, the government will focus on helping the poorest countries in the world achieve U.N. Millennium Development Goals by strengthening its economic support for them.
For the paid cooperation, Seoul will continue to concentrate its support on Asian countries while it will seek to expand its support to other countries in Africa, Latin America and the Middle East.
Under the plan, 60 percent of its support will go to Asian nations while 20 percent will be offered to African countries and 10 percent will be given to countries in Latin America.
For the free cooperation, the government plans to expand its assistance for the poorest countries and those in conflict-ridden regions to help achieve the MDGs. About 50 percent of its assistance will be allocated for Asia while 25 percent will be allotted for Africa and 10 percent for Latin America.
The government also plans to gradually increase its overseas assistance through international organizations such as the U.N. and actively participate in addressing global development issues.
During the committee session, participants also discussed measures to successfully host the Fourth High Level Forum on Aid Effectiveness ― slated to take place from Nov. 29-Dec. 1 in 2011 in Busan. They decided to launch a taskforce for the successful hosting of the forum.
