S.Korea: Local governments' waste-to-energy projects registered from PoA-CDM

The Korea Environment Corporation said it would register seven local governments’ projects to produce biogas using organic wastes for PoA -CDM or programmatic CDM.

Programme of activities (PoA - All types)

A programme of activities is a voluntary coordinated action by a private or public entity which coordinates and implements any policy/measure or started goal (i.e. incentive schemes and voluntary programmes), which leads to anthropogenic GHG emission reductions or net anthropogenic greenhouse gas removals by sinks that are additional to any that would occur in the absence of the PoA, via an unlimited number of CPAs.

It is significant in that it is the first time for Korea to register waste-to-energy projects for PoA-CDM, which has been considered as a strategic greenhouse gas reduction method by UNFCCC.

The seven local governments are Daegu, Daejeon, Ulsan, Cheongju, Chungju, Jeonju and Jinju. As it is difficult for each local government to register their CDM project individually because of insufficient experience and high costs, the Korea Environment Corporation has considered promoting programmatic CDM since 2009. Organic wastes-to-energy projects by the seven local governments are expected to reduce greenhouse gas emission by more than 35,000tons annually.
