Thailand’s Civil Service in Preparation for the ASEAN Community

All government agencies in Thailand have been urged to adjust themselves in preparation for the realization of the ASEAN Community by 2015.

Prime Minister Abhisit Vejjajiva stressed the need for all government agencies to be aware of changes resulting from ASEAN integration. He instructed them to revise rules and regulations that are not favorable to connectivity development in the region.

In his speech at the 2010 annual seminar of the Office of the Civil Service Commission, the Prime Minister called for capacity-building for human resources in the public sector, so that they would be equipped with more knowledge and skills, enabling them to improve their performance in preparation for the ASEAN Community.

The seminar took place at the Office of the Civil Service Commission in Nonthaburi on December 2, under the theme “CCC – ASEAN Community through Connectivity by Civil Service.” It also included an exhibition to provide knowledge and understanding about ASEAN to the participants, comprising 1,000 civil servants, representatives of state enterprises, members of non-governmental organizations, and media practitioners.

The Prime Minister said that in carrying out their missions, all government agencies should take into consideration master plans in the ASEAN framework. In this regard, it is necessary for the civil service to enhance its potential in order to cope with various challenges and to benefit from greater opportunities in the next five years, when the ASEAN Community comes into being.

He pointed out that the process to prepare government officials for ASEAN integration is not only essential but also urgent. They need to adjust their attitude toward public sector development and be ready for ASEAN integration and community-building.

When Thailand was the Chair of ASEAN for a year and a half until 2009, Prime Minister Abhisit announced the country’s intention to make ASEAN a "Community of Action, Community of Connectivity, and Community of Peoples." The idea of “ASEAN Connectivity” was endorsed at the 15th ASEAN Summit hosted by Thailand in 2009. It aims to create freedom of movement across ASEAN with minimal impediments, where investors, tourists, freight trucks, or cargo vessels can freely travel from one corner of ASEAN to another, as well as from other regions into ASEAN and vice versa. The 17th ASEAN Summit in Ha Noi, Viet Nam, in October 2010 approved the Master Plan on ASEAN Connectivity.

Foreign Minister Kasit Piromya emphasized the urgent need to materialize the vision of ASEAN Connectivity, so that the goal of establishing the ASEAN Community can be realized. This undertaking would require the participation of all ASEAN member countries and its peoples, who are the stakeholders.

The improvement in civil service, especially in terms of human resources, is thus important in moving forward to the soon-to-be-realized ASEAN Community.
