HIRUVANANTHAPURAM:
Finance Minister Thomas Isaac has said that privatisation is not the
solution for development in Kerala. He was chairing a discussion on
‘Kerala Model of Development,’ organised in connection with the
three-day annual international conference of Network of Asia-Pacific
Schools and Institutes of Public Administration and Governance
(NAPSIPAG) at the Institute of Management in Government here on Sunday.
The
Minister said that public participation was more important in ensuring
effective governance. Development has to be designed in such a manner
that emphasis is laid on decentralised participatory governance. He
added that the state would have to shift its development path with
stress on knowledge-based and skill-based industries. George Mathew,
sociologist, who took part in the discussion, pointed out that the
secular values of the society have contributed enormously towards the
Kerala Model of Development. ‘‘Ours is not a crisis-ridden society. We
have invested in people and have created good human capital. Governance
is being taken to the doorsteps of the people, which is indeed a good
sign. Governance by participation and discussion is the key to
development,’’ he said.Discussions were also held on gender
improvement and decentralisation on the basis of Kerala Model of
Development. State Planning Board members Mridul Eapen and K N Harilal,
LSG Principal Secretary S M Vijayanand and CDS professor K P Kannan also
took part in the discussion.
