Thailand: Strategic Framework for Food Management

The Office of the National Economic and Social Development Board has been assigned to incorporate Thailand’s strategic framework for food management in the 11th National Economic and Social Development Plan, to be implemented from 2012 to 2016.

In his capacity as Chairman of the National Food Committee, Deputy Prime Minister Sanan Kajornprasart proposed the framework, which was approved by the Cabinet on 25 November 2010,

Major General Sanan explained that, according to the 2008 National Food Committee Act, the National Food Committee serves as the core agency in all dimensions of food management. It is empowered to propose policies and strategies regarding food quality, food safety, food security, and food study. The Committee is also responsible for working out a food warning system for the Cabinet to assign related agencies to handle food management in the same direction.

The National Food Committee in its meeting on 20 August 2010 appointed a working group to work out Thailand’s strategic framework for food management. Later, on August 30, a forum was held to listen to public opinions and suggestions on the framework. The National Food Committee endorsed the framework on September 22 before submitting it to the Cabinet for approval on November 25.

The Food and Drug Administration and the National Bureau of Agricultural Commodity and Food Standards have worked jointly to improve the framework, which has a vision that Thailand can produce quality and safe food for Thai people and the world, to ensure sustainable food security.

The strategic framework seeks to enhance the efficiency of natural resource base management for food production. The objective is to promote food production at all levels: household, community, and industry. This will lead to food security at family, community, and national levels in times of both normality and crises. The period of the framework is five years, from 2011 to 2016.

Good quality and high safety standards are recognized as the strengths of the Thai food industry. To ensure the quality and safety of Thai food, the National Bureau of Agricultural Commodity and Food Standards has issued the Q Mark, a quality and safety certification of agricultural commodities and food products.

According to the United Nations Food and Agriculture Organization (FAO), food production will have to increase by 70 percent to feed a population of nine billion people by 2050. FAO also called on various states to act in concert to support sustainable food production and food security.

Thailand has a huge agriculture base and is in a position to ensure large enough food stockpiles. It has joined the world in seeking ways to improve food security. Agriculture, in particular food production, is regarded as the lifeline of a country.
