Net Bridge – Both officials of the Ministry of Home Affairs, the agency in charge of administrative reform, and representatives of 23 northern provinces expressed their impatience over the slow pace of administrative reform at a seminar in Quang Ninh last week.
At the seminar, the Ministry of Home Affairs introduced its two plans on salary reform: By 2017, the wage policy to be changed so as to ensure that the salaries of state employees can cover their basic living expenses, or by 2015, government employees to receive a salary at a fairly good level relative to the rest in society.
Deputy Director of the Hanoi Department of Home Affairs, Phung Van Thiep, commented: “It is a long time from now to 2017. We can’t wait. I’m a deputy director and a senior expert but my monthly salary is only 5 million dong ($250), less than my children. They have just graduated from university but they don’t work for the government so their salary is higher than mine”.
Thiep asked the Ministry of Home Affairs to suggest the government to thoroughly change the salary policy in the coming time.
Director of the Department of Home Affairs of Nam Dinh province, Tran Tat Tiep, said that the Ministry of Home Affairs didn’t perform its advisory role to the government well. He said that his province didn’t have government financial assistance for administrative reform.
The seminar participants also said that many goals set in the administrative reform plan designed in 2001 are not realized.
Dinh Duy Hoa, chief of the Ministry of Home Affairs’ Administrative Reform Department, said that the ministry will learn from the experience from the 2001-2010 administrative reform plan to make a better one for the next period.
