Kazakhstan Will Enter into New Legal Environment in 2011 - PM

Government must focus on sustainability of the market of hydrocarbons and safety of their extraction. Prime Minister Karim Massimov said it at the opening ceremony of KAZENERGY-2010 V Eurasian Energy Forum in Astana on October 5. Having noted importance of the OPEC's role in ensuring stability of the oil market, the Prime Minister said that KAZENERGY-2010 forum was held in the period of 'great doubts' in energy sphere since the recent crisis made everybody worry about the tendencies in oil land gas sphere.

After then K. Massimov focused on the issues of security in oil and gas field having reminded of the catastrophe in the Gulf of Mexico. According to him the disaster gives rise to doubts in whole industry of this region.

'This situation arouses again the problems of risk of the energy sector which plays a great role in short-term and long-term prospects of economic development. Besides, this underlines importance of responsibility of the industrial sector. I mean, there is a range of challenges which we must understand. We must realize that none of the governments is able to counter them alone', the Prime Minister said.

He noted necessity of studying the consequences of oil spill in the Gulf of Mexico because Kazakhstan plans to increase the capacity of oil fields development on the Caspian Sea. Currently the Government develops a package of measures for lowering the risks. The Ministry of Oil and Gas and the Ministry of Environmental Protection have established a working group in order to take all necessary safety measures during offshore drilling and working in coastal areas of the Caspian Sea.

K. Massimov announced the Government's intention to sign a Protocol on safety of maritime production in the Caspian region with the Caspian-littoral states. The intergovernmental agreement on interaction in liquidation and prevention of emergencies on the Caspian Sea was signed the next day, on October 6, by the Minister of Emergency Situation of Kazakhstan Vladimir Bozhko and his Azerbaijani colleague K. Heydarov. Taking the floor at the Forum the Kazakh Minister noted that the Ministry had no claims regarding the oil-extracting companies.

The Government continues its work on raising the state's share in the largest companies-subsoil users. Thus, SamrukKazyna Fund has acquired 11% of stake of Kazakhmys group of companies. Now the share of the state in Kazakhmys makes 26%.

On Monday the Cabinet approved the bills developed within fulfillment of the President's instructions on reforming the country's law-enforcement system.

'I would like to thank all those who participated in development of the bills, for fulfillment of the President's task', K. Massimov said and added that the bills must be adopted this year.

Minister of Agriculture Akhylbek Kurishbayev informed that the Program of Development of Agro-Industrial Sector for 2010-2014 provides for diversification of agriculture. According to him, implementation of the Program will allow increasing the volume of gross production of grain up to 17.8 mln tins. This aim will be reached through optimization of crop lands and increasing the crop yield. The Ministry also plans to saturate the domestic market with oilseed crops and early spring vegetables and significantly increase the share of home-grown fruit and berry crops and sugar beet. In whole, the share of domestic food at the Kazakhstani market will be raised from 69% to 80%.
Over KZT 1 trln is needed for the Program's realization.

During the session the Prime Minister said that protection of the state interests would be the priority issue for Kazakhstan while establishing the Single Economic Space. "On October 15 we will have a regular meeting in Moscow (three member countries of the Customs Union) and the interests of our state must be protected. If additional time is needed for discussion let us debate the issue again", Massimov stressed. According to him, such instruction was set by the Head of State.

On October 6 Karim Massimov received a delegation of member companies of the Caspian-European Integration Business Club (CEIBC) headed by President and CEO of CEIBC Mr. Telman Aliyev . Karim Massimov welcomed warmly the CEIBC delegation. It was noted that the relations between Kazakhstan and Azerbaijan progressively develop in all directions. The Premier expressed support to the CEIBC events and interest in participation in the forums, which are planned to be organized under the CEIBC support. Following the results of the meeting K.Massimov gave instructions to specialized ministries and departments to study implementation of joint projects with companies represented in the CEIBC. Mr.Telman Aliyev informed of the CEIBC history which unites over 500 companies and organizations from 50 countries. The Kazakh Prime Minister was awarded with a certificate of honorary member of the CEIBC

On the same day the Prime Minister had several meetings with the participants of the V Eurasian Forum KAZENERGY-2010. Thus, K. Massimov met with Minister of Emergency Situations of the Republic of Azerbaijan Kemaleddin Haydarov the parties discussed bilateral cooperation and ecological safety of the Caspian region.

Prospects of cooperation in various sectors of economy were on agenda of the meeting of the Kazakh PM with a delegation of the Caspian-European Integration Business Club member companies headed by its President and Chief Executive Director Telman Aliyev.

Besides, the Head of the Kazakh Government has held meetings with Secretary General of the Gas Exporting Countries Forum Leonid Bokhanovsky, Senior Vice President of ExxonMobil Corporation Mark W. Albers, Vice President of Abengoa Group of Companies German Bejarano and President of Total E&P Company Yves Louis Darricarrere. Issues concerning cooperation in energy sphere were discussed at these meetings.

On October 7, Thursday, the PM met with President of Serbia Boris Tadic. Issues of development of bilateral interaction including creation of the Kazakh-Serbian Intergovernmental Commission for economic cooperation were discussed at the meeting.The sides expressed confidence in realization of agreements reached in the course of negotiations between the two countries' presidents and interest in joint implementation of investment projects in various sectors of economy in the territories of Kazakhstan and Serbia.

In addition, a range of intergovernmental and interdepartmental agreements were signed the same day at the meeting of Kazakh and Serbian Foreign Ministers. Kazakh Secretary of State - Foreign Minister Kanat Saudabayev and Serbian Foreign Minister Vuk Jeremic signed the intergovernmental agreement on mutual trips of citizens and the Protocol on cooperation between the Foreign Ministries of both countries. Besides, intergovernmental agreements on free trade and on stimulation and mutual protection of investments were signed by Minister of Economic Development and Trade of Kazakhstan Zhanar Aitzhanova and Minister of Trade and Services of Serbia Slobodan Milosavljević. Representatives of the Chambers of Commerce and Industry of the two countries signed corresponding agreements on cooperation as well.

On October 6 Vice prime Minister Yerbol Orynbayev took part in a symposium devoted to discussion of the issues of commercialization of technologies. According to him, those projects which will make a great contribution to development of Kazakhstani science and economy will be provided with grants. An Office of Commercialization of Technologies will be founded for this purpose which will work on establishing close ties between scientific discoveries and economy.

The Vice PM also added that the Nazarbayev University would become a research center on the ground of which three scientific centers - Science of Life, Energy Researches and Interdisciplinary Engineering Center - will be established.
