Giving more authorities to the Financial Transaction Reports and Analysis Center (PPATK) is not the best solution to eradicate money laundering practices in the country, an observer says.
Former National Police chief advisor Kastorius Sinaga warned of abuse of power if the currently-deliberated money laundering bill granted the PPATK bigger authorities, including to investigate and block suspicious accounts and to wiretap suspicious communications.
“It's enough for the PPATK to function as a supervisory and data supplier body and let the National Police or the Attorney General's Office (AGO) enforce the law,” he told The Jakarta Post on Saturday.
He suggested that the bill extend the time-limit for the police or the AGO to feed back the PPATK analysis of suspicious transactions.
“It would allow the police or the AGO to study the report deeper and determine whether they find indications of a crime in the report or not,” he said.
He also urged the National Police to strengthen the infrastructure of its money laundering division, under the directorate of economic crimes of the National Police detective unit, to improve the quality of its works.
“The infrastructure in place is far from sufficient. The division lacks investigators and funds,” he said.
The police and the AGO should also publicly announce the PPATK analysis to enable civil society groups to supervise the investigation and encourage the police and the AGO to work faster, Kartorius added.
