The Australian Government is trying to head off stiff resistance from the mining industry to the tax on super profits.
The Federal Resources Minister Martin Ferguson is in Western Australia to sell the idea to the mining industry.
He says there will be a long time for consultation, and modelling, until well after the next election.
"The truth of the matter is this legislation will be introduced in the next parliament," he said.
The Mining Industry denies too much of its profits go offshore, and the Liberal Senator and former Resources Minister Nick Minchin launched a scathing attack on the tax plan.
"They think you can just go and tax all these industries and not care about it and they'll always be there," he said.
The Treasurer, Wayne Swan, is expected to travel to Western Australia for industry meetings after next week's budget.
