MUSCAT — An Integrated Customs Management system and single electronic window system which aim at boosting business and economic development, encouraging investment and protecting the society against environment, health, safety and economic risks was launched yesterday. The Royal Oman Police’s (ROP) project launched under the auspices of Dr Ali bin Masoud al Sunaidy, Minister of Commerce and Industry, at Grand Hayatt Muscat Hotel, aims at enhancing security, health and environment control over exports, imports and re-exports and transit goods. All public and private sector organisations will be connected to the Customs through a single electronic window and all financial and banking operations and procedures will be processed automatically, thus reducing the import and export costs. The system will ensure better ranking for the Sultanate in international business and economy.
The project aims at encouraging importers and exports to use Omani ports and provides the business community with electronic services in a record time. This will also provide accurate analysis for international trade, thus enabling investors and business owners to prepare realistic feasibility studies. The project also aims at combatting commercial fraud and limit the import of imitated goods. It will also build an electronic database for all the custom, security, health and environment risks. The system comprises of three systems namely the custom management system; an advanced computer system which is in line with international practices. The second system is the risk management system, which identifies risks and analyses them to take necessary measures in line with the standards integrated already in the system.
The third is the single window system, which connects all the respective public and private authorities with the Public Authority for Customs through a single platform to provide the best customs service at all official ports. The minister said in a statement that the launching of these systems at one time is very important and pointed out that a Singaporean company has been appointed for this project, which will allow more control over export and import data. The data will be available round the clock. He also said that the system will enable businessmen to clear their goods even before arrival in the Sultanate. This is very important for the transit goods and the project also meets the security and economic needs of the Sultanate. Brigadier Issa bin Said al Kiyumi, Director-General of Customs, pointed out that the system enables customs officers to bring a balance between facilitating trade, implement the international agreements and evaluate the risks at the incoming, outgoing and transit consignments that may have security, health or environment risks.
