South Africa: Cabinet to use MTSF to Monitor NDP

The aim of the MTSF is to ensure policy coherence, alignment and coordination across government plans as well as alignment with budgeting processes.
The framework builds on the work done by the administration between 2009 and 2014, including learning experiences.
According to the Minister, Treasury Regulations have been changed so that all departments have to submit their draft plans to the Department of Planning, Monitoring and Evaluation (DPME) in the Presidency. This will enable a review of whether the plans incorporate all the targets from the MTSF.
“Cabinet will use the MTSF as the basis for monitoring the implementation of the NDP across government over the next five years. Cabinet will consider progress reports for each of the outcomes at least three times a year and these progress reports will be made public,” said the Minister.
The NDP aims to ensure that all South Africans attain a decent standard of living through the elimination of poverty and reduction of inequality.
Housing, water, electricity and sanitation, safety and security, quality healthcare and safe and reliable public transport are among the core elements of a descent standard of living identified in the plan.
The reports will be made public through the Programme of Action website managed by DPME.
“We will use our monitoring and evaluation work to inform improvements to our plans and programmes as we implement the MTSF,” he added.
The NDP said the minister is not just a plan for government but for the whole country, said the Minister.
“Its implementation requires the involvement of all sectors of society and an active citizenry. In addition to implementing the MTSF within government, we will therefore also be paying attention to building partnerships across society to achieve the goals of the NDP, and we call on all stakeholders to work together with us,” said Minister Radebe.
“In 2012, Cabinet adopted the NDP in its entirety. It’s our vision for 2030 and we need to make it work so the MTFS is a five year programme because we can’t implement everything at a go. We are staggering it in in three phases,” said the Minister.
