The signing of this MoC is due to the bilateral talks that were held in May 2012 by the Deputy Minister for Performance Monitoring and Evaluation in The Presidency, Hon. Obed Bapela and his counterpart, the former Deputy Minister for Youth National Service, Sport and Culture of Namibia, Hon. Pohamba Shifeta of Namibia. The MoC is intended to formalise and strengthen relations in the area of youth empowerment and development. It will further encourage mutual cooperation between youth development institutions and organisations in both countries. The South African Cabinet approved the signing of this MoC.
The two countries shall promote cooperation in areas such as: Leadership development; exchange of information on youth development research; the promotion of access to finance for business development and support of youth owned enterprises;; the sharing of experience in areas that enhance social cohesion such as sports, arts, culture and heritage; and the sharing of best practices in the area of youth development.
On the side lines, prior to the signing ceremony, there will be technical events organised to give effect to implementation of the MoC. These include: meeting of senior officials to revise and finalise the Implementation Plan, Observational study visits to identified youth development projects and a Ministerial bi-lateral meeting.
The signing ceremony will take place on 28th November 2013 at the Union Building. The Minister for Performance Monitoring and Evaluation in The Presidency, Hon. Collins Chabane will sign on behalf of the Government of the Republic of South Africa. He will be accompanied by the Deputy Minister for Performance Monitoring and Evaluation in The Presidency, Hon. Obed Bapela, Chairperson of the National Youth Development Agency, Mr Yershen Pillay, President of the South African Youth Council, Mr Thulani Tshefuta and other national Ministers. His counterpart, the Minister for Youth National Service, Sport and Culture of Namibia, Hon. Jerry Ekandjo will sign on behalf of the Government of the Republic of Namibia and will be accompanied by the Commissioner of the National Youth Service Programme, Mr Onesmus Upindi and the Chairperson of the Representative Council of the National Youth Council, Mr Neville Andre Ithope.
