Speaking at Google’s Big Tent event on Thursday, Mr Cerf said that "spectrum sharing is important", adding that the world is not making good use of radio spectrum right now.
The model of sharing was already being used as operators shared the use of satellite and fibre optic cables.
Mr Cerf said those wanting to use spectrum must be encouraged to do so. However, he said regulatory constraints was hampering that.
Mr Cerf said the government should allocate spectrum in ways that would allow multiple parties to make use of spectrum at same the time.
"If we do spectrum sharing, we could push much more application into the same spectral band and get much better use from the capacity," he said.
Communications Minister Yunus Carrim said: "An effective spectrum policy to facilitate the deployment of wireless technologies in support of universal access and economic development will be developed by March 2014."
Regarded as the father of the internet, Mr Cerf told Business Day that on the average, about two out of three people alive today lacked effective access to the internet, one of the most transformative technologies of our lifetimes. These exciting projects can only become a reality in countries with regulatory frameworks that encourage innovation and investment.
"We see the internet as enabling all parts of the economy, in addition to the obvious information technology sector ... whether that’s using a website to draw customers to a local restaurant or hotel in the tourism industry, creating an e-commerce site for local craftspeople or helping businesses find new export markets through online tools, Mr Cerf said.
"The internet provides growth opportunities in several dimensions. As broader bandwidths become available, we anticipate that there will be useful educational opportunities through online, interactive classes. A well-trained workforce is essential for business growth," he said.
To stimulate innovation, Mr Cerf said everyone could do more to help stimulate entrepreneurism and innovation in South Africa. "I encourage governments and civil society to consider ways in which new or enhanced infrastructure — such as broadband access, collective workplaces, hubs and physical infrastructure — can stimulate growth," he said.
