The communiqué called on African governments to create and safeguard mechanisms that promoted the independence of the Public Service from political interference in the recruitment and promotion of public servants and urged all African countries that were yet to sign and ratify the African Charter on the Values and Principles of Public Service and Administration to do so without further delay.
The communiqué stressed the importance of good public sector governance on poverty reduction and sustainable development; productivity, social and food security; climate change and environmental sustainability; and peace and unity.
The Communiqué urged all AU member states to seriously take up the ratification and implementation of the African Union Convention on Preventing and Combating Corruption, especially, conscious of the danger of political and bureaucratic corruption on the effective public service delivery in Africa.
The communiqué implored African public servants to embrace the new wave of Pan-Africanism and use their positions and offices to promote African renaissance in their various countries.
Among the observations made by participants at APSD 2013 were that African countries dominated the bottom of most Corruption Perception and Public Sector Governance indexes; that the Public Service in Africa was characterised by weak institutions of accountability leading to administrative weakness, lack of transparency and accountability, bureaucratic corruption and low level of professionalism and that political patronage in appointments and promotions within the public service had weakened bureaucratic professionalism and integrity of public servants.
The chief of staff at the presidency, Mr Prosper Douglas Bani, who spoke on behalf of the President, expressed the hope that, the week-long conference would rekindle the spirit of professionalism and efficiency in the African public service while making strides for a better service delivery now and in the future.
Mr Bani observed that innovation had become the order of the day and was, therefore, appreciative of the fact that some institutions and organisations were recognised for their innovative ideas for better governance.
The Minister for Information and Media Relations, Hon. Mahama Ayariga, who doubled as the chairman of the programme, observed that the transformation of African Public Service was moving at a faster pace and that change was unstoppable.
To support this transformation, the Minister said, emerging leaders should exhibit efficiency, innovation, transparency and integrity in the public service.
Out of the six awards presented by the Ghana Public Services Commission to deserving institutions for their excellent innovative ideas as a contribution to better governance, the Ghana Prisons Service walked away with three of them for their innovation, service delivery and preparedness to generate revenue for the country.
Some AU Africa Public Service awards were also presented to deserving institutions and organisations in other African countries, with Tanzania picking up most of them.
The ceremony also witnessed some cultural display by the Ghana National Dance Ensemble and musical interludes by the Classic African Orchestra.
The 5th edition of the Africa Public Service Day will be held in Congo, Brazzaville.
