President Mahama said the concept of open governance implied political and ethical accountability by public servants.
He explained that citizen participation was the desired outcome of democratic governance and the process in which public service institutions and organisations were able to capture in their programmes and policies, needs and views.
In a statement, the Chairman of the Public Services Commission (PSC), Mrs Bridget Katsriku, commended the AU for putting aside the 23rd day of June every year to recognise and celebrate the importance of the public service.
The occasion, she said, was for the public service to commemorate the value and virtue of service delivery to the citizens it served, encourage citizens to show the work of public administrations, reward good initiatives and innovation as well as promote professionalism in public administration.
Mrs Katsriku, therefore, appealed to all public servants in the various sectors to ‘eschew self-seeking tendencies such as corruption, disloyalty and unprofessionalism when dealing with other citizens,’ adding that the ‘destinies of nations were in the hands of public servants.
For her part, Hon. Celina Ompeshie Kombani, Interim Chairperson of the African Union-Conference of African Ministers of Public and Civil Service Management (AU-CAMPS), disclosed that in recent years, several initiatives aimed at promoting a culture of self-assessment had taken place and that, the move was to harness new technology to engage the public, disclose information more quickly and give citizens a greater voice in decision making.
The Minister for Local Government and Rural Development, and chairman for the occasion, Mr Kwasi Oppong Ofosu, said the theme for the celebrations reflected a new dynamism away from the current situation to the involvement of the citizens in the decision-making process.
The AU Africa Public Service Day, which befittingly projects the 50th anniversary of the AU, is a biennial continental event, hosted by any of the member states of the AU.
Ghana has been chosen to host this year’s event, which is being celebrated on the theme ‘African Public Service in the Age of Open Government: Giving Voice to Citizens’. The week-long event seeks to strengthen citizens say and participation in the policy making processes and governance.
Present at the opening ceremony were minsters of state, Members of Parliament, Commissioners and Heads of African Public Services, members of the AU, Heads of Delegation and members of the Diplomatic Corps.
At the Accra International Conference Centre, the venue for the celebrations, various stands have been mounted by the various Ministries, Departments And Agencies (MDAs) as well as other organisations to exhibit their programmes, policies and services.
