• universal access to quality foundational learning,
• expanded access to the post-schooling system,
• capable public sector with effective and efficient planning and implementation capabilities
• production of appropriately skilled people for the economy and
• improved technological innovation and outcomes.
There will now be a consultative process with key stakeholders to confirm the plan’s numerical targets, where necessary, and to get commitments from those who will implement the plan.
The council met at the Orlando Communal Hall in Soweto and was chaired by Deputy President Kgalema Motlanthe. Ministers, representatives of business, labour, academic, civil society sectors as well as the Chairpersons of the HRDCSA Technical Task Teams also attended.
The meeting was held for the first time in Soweto in line with the objective of taking government closer to the people.
Also top of the agenda was a presentation by the Public Service and Administration Minister Lindiwe Sisulu titled "Achieving a Skilled and Capable Workforce for an Efficient, Effective, Professional and Development-Oriented State: A Coordinated Approach”.
The previous meeting, held in Pretoria, had requested the Department of Public Service and Administration to address council on what is being done to capacitate the public service and work in partnership with Department of Higher Education and Training, Public Services Seta, Public Service Commission and Public Administration Leadership and Management Academy (Palama).
The HRDCSA is a national, multi-tiered and multi-stakeholder advisory body under the leadership and stewardship of the office of the Deputy President of South Africa.
