But extrapolating from the yearly trends in the QLFS, which excludes seasonal effect, Patel argued that 305 000 net new jobs had been created over the last 12 months and that the economy had experienced five quarters of year-on-year jobs growth.

Six provinces reported jobs growth over the year, while three reported job losses. Gauteng accounted for 46% of all new jobs, creating 141 000 in total. That was “almost one in every two new jobs created, and double that of the Western Cape”, which created 63 000 new jobs.

KwaZulu-Natal was the second-largest new jobs contributor, with 90 000 created in the period.

Some 53 000 new jobs were created in agriculture in the past twelve months, a 9% increase. But manufacturing and construction shed employees, with 81 000 manufacturing jobs lost over the past year.

“In October 2010, when the New Growth Plan (NGP) was adopted, total employment was 12.9-million. By March 31 this year, it was 13.4-million. Thus, 447 000 new jobs have been created in the past 18 months, compared to a loss of 660 000 jobs in the 18 months prior to October 2010.”

However, there was still much scepticism about whether the NGP’s target of creating five-million new jobs by 2020 was achievable, particularly in light of the problems being experience in Europe and the slowdown in key emerging markets.
