MDAs Cautioned On Non-Usage of Govt. ICT Infrastructure

Minister of Communication Technology, Mrs. Omobola Johnson, has cautioned Ministries, Department and Agencies (MDAs) in Abuja against usage of private technology at the expense of government's ICT infrastructure. The warning followed the lack of enthusiasm on the part of the MDAs in deploying government ICT infrastructure for optimum services. The minister stated this at the 5th public sector Information, Communication Technology (ICT), infrastructure Forum and the public presentation of ISO\IEC 2700:2005 certification organised by Galaxy Backbone plc. According to her, "There are still too many instances of individual MDAs deploying ICT infrastructure that is better deployed through a more effective pooling of financial and human resources". "A selected aggregation of individual IT Spend plans for MDAs have revealed that N4.5bn will be spent on data centres in the coming year, despite the fact that we have within Government an IT organisation that is positioned to deploy and deliver these services at lower costs and to higher standards evidenced in the achievement that Galaxy Backbone is celebrating today," she said. Johnson observed that: "Attaining a certification requires an organisation to submit itself to an audit of its systems to verify compliance with the rigorous standards. Galaxy Backbone commenced this journey to ISO/IEC 27001:2005 certification in 2009. "Over this period, the company focused on the key objective of putting in place a globally accepted standard of information security management process that would guarantee the trustworthiness of its Data Centre services and Network Operations Centre", she said. According to her, "The Federal Government of Nigeria has invested significant sums of money in the deployment of ICTs in MDAs, evidenced in individual ICT projects by MDAs and central projects such as IPPIS, the ongoing GIFMIS and UTIN projects amongst others. "By these investments MDAs have witnessed some form of growth in the adoption of technology usage in driving governance and productivity but as we all know there is still much room for improvement", she added. The Minister noted that in the light of the financial and economic crisis placed on governments IT budgets, governments all over the world are promoting the concept of Shared IT Services because of the immense cost savings, efficiency and capabilities that this model has been proven to deliver. Relevant Links West Africa Nigeria ICT She added that the Nigerian government should of course be no different and Galaxy Backbone would be key to the delivery of more cost effective and efficient shared IT services across government. Earlier in his welcome address the Managing Director of Galaxy Backbone, Gerald Ilukwe, said the key objective of the company was to ensure security in the deployment and utilisation of ICTs in government so as to provide efficient services. Ilukwe likewise assured stakeholders of the company's readiness to collaborate with MDAs in the deployment ICT infrastructure that would be applicable the nation's transformational agenda. The ISO/IEC 27001 certification is the part of the required standards issued by the International Standards Organisation (ISO) and the International Electrotechnical Commission to govern information security management systems.
