The Freedom of Information Act of 19 June 1970 No. 69, lastly amended by Act of 20 June 2003 No. 45, provides for any person to have a broad right of access to official documents held by the public authorities. Requests can be made in any form, also anonymously and must be responded to immediately. If access is denied, individuals can appeal to a higher authority and then to the Parliamentary Ombudsman for Public Administration or a court. The Ombudsman''s decisions are not binding but are generally followed. An upcoming version of the Act will in all likelihood also consider the implementation of the Public Sector Information (PSI) Directive.
