| Description: |
Article 100 of the 1814 Constitution was amended in October 2004 to include a specific right of access to documents and to attend court proceedings and meetings. The changes were recommended by the Governmental Commission on Freedom of Expression. The Article 100(5) states: ''Everyone has a right of access to the documents of the State and of the municipal administration and a right to be present at sittings of the courts and of administrative bodies elected by the people. Exceptions may be laid down in law in order to protect personal data security and other weighty reasons''.
