United Nations Public Administration
The Division for Public Administration and Development Management (DPADM) of the United Nations Department of Economic and Social Affairs (DESA) was entrusted by the General Assembly in late 1999, with reference to resolution A/RES/50/225, to develop and implement the United Nations Public Administration Network (UNPAN), originally referred to as the United Nations Online Network in Public Administration and Finance.
The objective of UNPAN is to help the United Nations Member States, especially developing countries and countries in economic transition, to maintain an Internet-based network that links global, regional and national institutions devoted to public administration, thereby facilitating and promoting information exchange, knowledge and experience sharing, and training in the area of public administration and development management.
One long-term objective of UNPAN is to build the capacity of regional and national institutions, so that they can access, process and disseminate relevant information by means of up-to-date information and communications technologies (ICTs) for the promotion of better public administration.
Before UNPAN was established, these institutions could not exert their full impact due to the lack of the necessary ICTs, financial and skilled human resources. However, after several years of active participation in the UNPAN programme, the capacities of these institutions in e-information management have been strengthened and they are now better prepared to face the evolving needs of their respective member countries in terms of public administration development.
The United Nations Public Administration Network (UNPAN) Online Training Centre delivers courses on various topics in public administration. Its main objective is to increase learning opportunities for government officials and citizens from all over the world. UNPAN online training courses are available to anyone with Internet access and are provided free of charge. The courses are available in English, Spanish and Russian.
