Human Resources White Paper. Public Service Regulations, Public Service Amendment Act. (attached) All three documents outline a framework for the decentralisation of human resource management in the public service. The framework allows for greater flexibility, coupled with increased accountability for appointments. Values that guide appointments are clearly stated, and the role of the political leadership in the appointment process are spelled out. The processes spelled out in the regulations mitigate against arbitary appointments by political office bearers.
