The German Technical Cooperation (GTZ GmbH) is currently preparing the tender for the EU-financed project "China-Europe Public Administration" (CEPA II) in the P.R. of China, and are consequently looking for a public administration expert with knowledge of the Chinese public administration reform process. Please find below the requirement profiles of the candidates as well as a short project description.
Key Expert 1: Team Leader • University degree in Public Administration, Public Management, Law or equivalent in related fields (Post-graduate degree in relevant fields is an asset) • Minimum 10 years of experience relevant to the areas such as experience in public administration reform processes in transitional countries at the level of legislation development and implementation • Minimum 3 years as Technical Assistance Team Leader in service contracts in transition or developing countries • Proven knowledge and experience of administrative reform processes in the EU • Proven track record of managing international teams in projects related to the governance sector, rule of law, public sector development (preferably EU projects) Proven knowledge (work or research) of the Chinese socioeconomic, political and legal framework is an asset Key Expert 2: Human Resources & Quality Control/Management and Performance Assessment Expert • University degree in Public Administration, Human Resources Management, Business Administration, or equivalent (Post-graduate degree in relevant fields is an asset) • Membership to an international professional human resources management and/or quality management bodies is an asset • Proven track record of working experience in legal and normative aspects of civil service reform processes, human resources development and management, including in the EU • Minimum 10 years experience in development and implementation of policies and regulations related to Civil Service reform, EU quality control and performance assessment models in public administrations, preferably in transition economies • Experience in organisational development and institutional strengthening, preferably within transition economies (Eastern Europe and/or South East Asia) is an asset • Previous experience as Technical Assistance Team Leader in service contracts would be an asset (the expert might be asked to act for Expert I in his/her absence) • Proven knowledge (work or research) of the Chinese socioeconomic, political and legal framework is an asset
The project:
The implementing agency of CEPA II is the Ministry of Human Resources and Social Security of the PRC (MoHRSS); other direct beneficiaries of the project are the China National School of Administration (CNSA) and the State Commission Office for Public Sector Reform (SCOPSR). The project is expected to contribute to the reform of public administrations in specific thematic areas: 1. Improved efficiency, accountability and responsiveness of public administrations/public sector units in managing and delivering services to citizens, so as to promote equal access to public services for all; 2. Enhancement of the Civil Service and Human Resources System in government administrations and public sector unit; sound HR and civil servants policies are defined, capacities to enforce policies are strengthened and staff performance in public administrations and public sector units is improved; 3. Support to definition and implementation of quality management in government administrations/public sector units and staff/institutional performance assessment frameworks based on participatory approaches (including piloting); 4. Strengthening EU-China dialogue on governance issues and government management (including the organization of the Annual EU-China High Level Senior Forum and EU-China local governments' roundtables).

The Workshop will be held in Brussels, Belgium on 19 February 2009. Admission is at no cost. The Workshop theme focuses on the use of the internet and web services in eGovernment, especially for public sector revenue and tax issues. The Workshop is hosted by the Belgian Federal Ministry of Finance, and it will take place in central Brussels, beside the train station, Gare du Nord.
