UK Removes the Post of Government CIO

In a recent move to improve digital capability across departments, the UK Government has eliminated the position of cross-government CIO and Head of Profession for ICT.

The responsibilities of these two roles will be moved to the Government Digital Service (GDS), a team within the Cabinet Office tasked with transforming government digital services.

Mike Bracken, Executive Director of GDS, said that CIOs use flows of information and data from technology and across business systems to inform strategy. “It is tough to be a CIO in government with so much of that information and data residing in outsourced services and proprietary software”, he wrote in a blog post.

These challenges make it difficult for CIOs to drive business performance based on meeting user needs. The CIO role in government ends up varying hugely across departments and agencies.

“There is no better time to be in a senior digital role if information and data flows can be harnessed into creating great digital services”, wrote Bracken. “But to do that we have to put digital leaders and Chief Operating Officers (COOs) in the driving seat across government”.

He continued to say that to serve the needs of citizens, a governance model that is more analogous to service design than procurement of technology is needed in government.
