Audit of Public Debt
Course Dates: 17 May to 18 June 2010
Online Registration: http://www2.unitar.org/dfm/DFMelearning/Reg2/form.asp
Overview: Public debt is in the large majority of countries one of the most important budget expenditures, and very often the largest one. Democratic government requires that public debt and its medium- and long-term effects be made transparent. This is necessary to help ensure accountability and facilitate a better-informed public debate. In order to achieve this, it is of paramount importance that the necessary controls are in place regarding public debt management. This course provides all the basic elements on public debt management for the participants to acquire the necessary knowledge to undertake public debt audits.

The course consists of the following modules:
Module 1: Introduction and Institutional Framework of public debt management
Module 2: Debt Office Functions
Module 3: Auditing Public Debt (Auditing Risks, Auditing Debt Sustainability)
Module 4: Audit of Public Debt (Auditing Internal Controls, Conducting an Audit of Public Debt)

Featured Course:

Drafting and Negotiating Clauses of Loan Agreements
Course Dates: 31 May to 2 July 2010
Online Registration: http://www2.unitar.org/dfm/DFMelearning/Reg2/form.asp
Overview: Developing countries often presume, for a variety of reasons, that they have limited or no capacity to influence the outcome of negotiations of a loan agreement with an international lender. They often feel that international lenders generally do not subscribe to the viewpoint of borrowers or amend the clauses of the loan agreements. This is a serious misconception. Once the parties are committed to the negotiating process, the existence of convincing reasons, may be guided by national financial and economic considerations, for proposed amendments in the clauses of a loan agreement are difficult to ignore and often find acceptability with the lenders. The preparation and strategy of negotiation plays an important role in determining the outcome.

The course consists of the following modules:

Lesson 1: Methods of flow of foreign capital
Lesson 2: Introduction to International Lending Agencies
Lesson 3: World Bank Loan Agreements
