Japan To Help The Philippines Adopt Disaster Response System

Japan is to assist the Philippines adopt a new ICT-based disaster response system aiming to save more lives and reduce property damage as the parts of the country recover from Super Typhoon Haiyan.

The resilient ICT system is based on Japan’s Integrated Services Digital Broadcast-Terrestrial (ISDB-T) standard.

“By the time the next typhoon comes in around July, we will be ready to embark on a working level activity in order to materialise the objectives,” said Japan’s Internal Affairs and Communications Minister (MIC), Yoshitaka Shindo said yesterday.

He said the adoption of the ISDB-T standard will ensure safety in times of emergency and provide convenience to Filipinos during normal circumstances.

The technology will allow activation of television sets even when they are turned off, allowing early warnings and other emergency information to be disseminated to citizens.

Shingo Yamaguchi, Director of International Economic Affairs Division, Global ICT Strategy Bureau at MIC, highlighted that information to areas without electricity can be disseminated by combining the system with a solar panel system.

He shared that Japan’s ISDB-T technology has also seen application in e-government, including locating wanted and missing persons.
