India's new telecom secretary, Rakesh Garg, announced the government target of achieving 100 percent teledensity in rural areas in the next 3 to 4 years, compared to 44 percent at present. The first step will require extending telecom infrastructure to bring broadband to every village. The Economic Times reports that the government aims to bring fibre to 50,000 panchayats (districts) by March 2015, 150,000 by March 2016 and all 250,000 a year later. The cabinet approved INR 200 billion in October 2011. Indian telecom regulator TRAI recently redefined broadband as 512 Kbps or more, versus the previous minimum of 215 kbps.
