India to Focus on Mobile Government and Cloud in 2013

The Department of Electronics and Information Technology (DeitY) in India released its agenda for 2013 yesterday. Announced by Kapil Sibal, Union Minister of Communications and IT, the agenda lists 18 areas the department will target this year, including expansion of mobile government initiatives and use of cloud computing in the public sector.

DeitY, functioning within the Ministry of Communications and IT, is responsible for policy formulation and implementation for the development of the IT sector of India, including e-governance, IT infrastructure, IT-enabled services industry and cybersecurity.

The department plans to expand mobile governance across the nation to cater to at least 10 million transactions per month. By December 2013, the department aims to release at least 75 mobile apps on the government app store, roll out the department’s mobile service delivery platform nationally, and develop a mobile payment gateway and mobile wallet for citizens.
DeitY will promote the use of cloud computing to reduce costs, speed up development and deployment of e-government applications, and enable easy replication of successful applications. By December, the government aims to establish cloud infrastructure at the national data centre in New Delhi and launch the first phase of a ‘National Cloud’ that will connect all state data centres and be the backbone of India’s National e-Governance Plan.

In addition, the one-year agenda declared the department’s intention to ensure that one person in each household across India is e-literate, expand Dial.gov.in (a portal aiming to be the single point for information on government benefits which currently only contains information about scholarships) and set up an ecosystem for cyber security in the country under the National Cyber Security Policy.

The agenda also aims to develop the electronics industry in India, through promotion of research in electronics and IT, providing financial incentives to electronic manufacturing units, and supporting to set up of state-of- the-art infrastructure facilities
