Kyrgyz Parliament Ratifies Military Base Deal With Russia

BISHKEK, Dec. 13 (Xinhua) -- The Kyrgyz parliament has approved the status of the Russian combined military base on its territory by ratifying an agreement between the two countries, a senior defense official said here Wednesday.

"The document stipulates that the rent of the land will be valid for the time of the agreement's validity term, which is 15 years with the option of further extension for five years," Kyrgyz Deputy Defense Minister Zamir Suyerkulov said. "The agreement should take effect on January 29, 2017."

The rent Russia will pay is equal to 0.5 U.S. dollar per square meter of land and 0.1 dollar per square meter of the water area of Lake Issyk-Kul, Suyerkulov said. "The money from the rent of the bases will go to the national budget."

Nurlan Torobekov, a parliamentarian from the Ar-Namys parliamentary faction, said earlier that "the establishment of a combined Russian military base in Kyrgyzstan will ensure the country's and the Central Asian region's security."

The agreement implies not only the base's presence in Kyrgyzstan, but also envisions that, if need be, it will oppose attacks by international terrorist groups and help supply the Kyrgyz armed forces with modern weapons and military hardware, he said.

Torobekov noted that considering international coalition forces will be withdrawn from Afghanistan in 2014 and the situation in the area may be complicated, the Russian base will play a special role in maintaining stability both in Kyrgyzstan and the whole of Central Asia.

Kyrgyzstan houses four Russian Defense Ministry facilities, including an airbase in the community of Kant outside Bishkek, which functions as an air force element of the Collective Security Treaty Organization's collective forces.
