BIPA Announces the Themes of International Conference on Public Administration

The Bahrain Institute of Public Administration (BIPA) has announced the activities of the 29th International Conference on Public Administration that will be hosted by the Kingdom of Bahrain during the period 1-6 June 2013.

The conference will discuss its main theme "The Future of Public Administration: Leadership and Professionalism" as well as sub-themes namely: the risk and future strategies, leadership in the future, and the creation of innovative services for the future. The International Conference will be held in collaboration with the International Institute of Administrative Sciences (IIAS) and the International Association of Schools and Institutes of Public Administration (IASIA) which are the largest two organizations specializing in administrative sciences in the world. The events of the conference will include sessions on the third day of the conference involving a number of lecturers from various countries around the world.

Three sessions will be held to discuss the three sub-themes which are: the risk and future strategies, leadership in the future, and the creation of innovative services for the future. An elite group of specialists in public administration will participate in these sessions, namely officials from the Kingdom of Bahrain who are: Mohammed Al Qaied, Officer of the eGovernemnt Authority (eGA) and Mr. Adnan Al Mahmood, the Information Technology and Knowledge Manager at Gulf Petrochemical Industries Company (GPIC) and Ahmed Al Bahar Former President of Civil Service Bureau along with other contributions that will be presented by Dr. Sufian Sahrao Assistant Director General at the Bahrain Institute of Public Administration (BIPA), and Adel Haji of the Civil Service Bureau.

The "Future of Public Administration: Leadership and Professionalism" will be the central theme of the conference as this theme is of great importance for the Middle East region which has seen many political, economic and social changes during the past two years in what is known as the "Arab Spring", which has led to a growing interest in the concept of citizenship and the State. The 29th conference is to focus on these issues since the quest to implement quality standards is the demand of all countries in the world. These circumstances have also added a new task to the roles of administrators in the public sector which is to develop and implement new policies to deal with the simultaneous and successive changes.

On the sidelines of the International Conference of Public Administration, a seminar on Middle Eastern women's roles in public administration will be held on the fifth day of the conference with the participation of lecturers from Bahrain, Saudi Arabia and the Arab Republic of Egypt. The seminar will be presented in Arabic, English and French. Key participants in this seminar include: Dr Fatima Al-Balooshi, Minister of Social Development from the Kingdom of Bahrain. 

It is worth mentioning that the working papers to be presented at the conference will tackle several other sub-themes, chief of which are education and training programs: harmonizing the organization's mission and quality standards, partnerships among the government, the market and project management, reform in the public sector, local governance and development, accountability, culture and trust, financial management in the public sector: informatics and performance management, leadership, governance and public policy, energy and environmental management, food security and the welfare of society, diversity and gender equality the field of public services.
