Ukuthwala Dialogue (Conferences)

Description: The Commission for Gender Equality (‘the CGE’) is an independent statutory body created under Chapter 9 of the Constitution of the Republic of South Africa Act 108 of 1996 (‘the Constitution’). The CGE has a mandate to promote and protect gender equality in government, civil society and the private sector. To this end, the Commission on Gender Equality Act No. 39 of 1996 (‘the CGE Act’) gives the CGE the power to monitor and evaluate policies and practices of organs of state at any level, statutory bodies and functionaries, public bodies and authorities and private businesses, enterprises and institutions in order to promote gender equality and make any recommendations that the CGE deems necessary.

The Commission for Gender Equality (CGE) is hosting the Ukuthwala Dialogue on 16 November 2012 in Durban.

Consequently, in order to achieve its object in terms of section 119(3) of the Constitution, the CGE is empowered by section 11(1)(e) to investigate any matter of its own accord or on receipt of a complaint. Therefore the CGE has, of its own accord, initiated a legal investigation of government’s response to ukuthwala in the province. In terms of its investigation mandate, the CGE’s legal department has collected information on provincial government departments’ responses to ukuthwala in KwaZulu-Natal. The objective of the investigation was to assess whether provincial government departments are responding adequately to ensure that the best interests of the child are protected and advanced. Consequently, the CGE is inviting relevant policy and decision makers and members of the civil society to a dialogue to engage on gaps in the handling of ukuthwala, and recommendations to be put in place to circumvent the issue of ukuthwala and accord it the requisite priority in terms of combating gender based violence.

In the circumstances you are therefore requested to send one representative to the ukuthwala dialogue being hosted by the CGE as follows:

Note that once your confirmation has been received, the CGE will log the name and details of the requisite representative who will attend accordingly. Further to that, should the duly authorised representative confirm attendance and thereafter fail to present himself/herself at the seminar, the CGE will be entitled to request written reasons for failure to attend and/or recovery of the catering and venue cost per person.
