Institute for Capacity Development 2010 Course Offering

REQUEST FOR EXPRESSION OF INTEREST (EOI)

CIDA/PALAMA REGIONAL CAPACITY BUILDING PROJECT FOR DESIGNING AND

CONDUCTING BASELINE STUDIES & TRAINING NEEDS ANALYSES

 The CIDA/PALAMA Public Sector Training and Development Project in Post-Conflict Countries ('The Project') is a South-South development initiative funded by the Canadian International Development Agency(CIDA). The partners to this project jointly with the Public Administration and Leadership Development Academy (PALAMA, formerly known as SAMDI) in South Africa are the Management Development Institutes of Rwanda, Burundi and Southern Sudan. PALAMA is the implementing agency for the project.

The purpose of the project is to improve management and leadership capacity of the public service in the three partner countries through the development of Management Development Institution (MDI) capability and training programmes.

The methodology for this project is participatory. The service provider will work closely with Project Coordinating Teams of the respective MDIs for designing and conducting baseline studies and training needs analyses in the 3 countries. The service provider will ensure the transfer of skills and knowledge to the designated teams together with the development of guidelines and manuals.

Interested firms, agencies or individual consultants are required to furnish evidence that they are qualified to carry out the expected services and must demonstrate:
• Sound knowledge and experience in designing and conducting baseline studies and training needs analyses
• Well grounded experience of executing developmental projects and employment of participatory approaches • An understanding of the public service sector and
• Experience of having worked on the continent.

The two assignments will be conducted in Rwanda, Burundi and Southern Sudan commencing November/December 2008. Interested firms or individual consultants will be required to indicate the country of preference to conduct any of these assignments.

Interested firms or individual consultants who have the preference and capacity to perform all of the assignments should clearly indicate so in their EOI.

Only short-listed firms, agencies or individual consultants will be contacted and will be required to submit, within 21 days, a full proposal (including a comprehensive budget) detailing clearly how they will carry out the assignment based on the Terms of Reference (TOR). Providers of the short-listed proposals will be invited to make presentation to a panel of experts. The date and venue of the presentations will be provided.

CAFRAD Conference on Knowledge Creation, Management and Use in African Institutions
At present, we live in the era of knowledge and technological advances. Research laboratories and institutions are on the increase across the world, either to deepen existing knowledge or discover new ones. There is increasing talk about knowledge economy, knowledge management and even knowledge-based development. Those who understood this reality and invested in knowledge are drawing obvious benefits therefrom.

In front of this reality, isn't it high time for African countries, in particular research and training institutions in the public and private sector, to examine in-depth and objectively this phenomenon and learn lessons for the Continent's development ? In other words, how could knowledge in various priority development fields influence economic and social development in African countries ?

This meeting will also be an opportunity to examine, in the light of what is done elsewhere, how to encourage, support and promote the creation, effective management, preservation, dissemination and good use of knowledge to sustain the current development efforts in the Continent.

The conference will draw together officials, researchers and trainers from research and training institutions across the Continent, including international institutions interested in the topic.
