Rwanda: Five Day Conference on Improving Leadership for Effective Management of African Public Service Opens in Rwanda

While opening the conference, Prime Minister Dr. Pierre Damien Habumuremyi said the conference comes at a time fits leaders are increasingly called to meet citizen demands, reduce poverty, promote good governance and economic development.
"The efficiency and effectiveness of government to discharge its responsibility is largely dependent on the calibre of public servants. We are convinced beyond doubt that the quality of the leadership is the foundation of socio-economic transformation by ensuring that the requirements for social and physical infrastructures are established," said Dr. Habumuremyi.
Giving practical examples from Rwanda's experience, the Prime Minister focused on some of home grown solutions are like Agaciro Development Fund, Gacaca Courts, Community Health Insurance, Girinka, HangUmurimo and others.
Mr. Abdon Agaw Jok Nhial, AAPAM President said the conference is a reflection of African government's commitment to enhancing the quality of the public service in Africa.
"This conference helps maintain the tradition of providing senior administrators and managers with a platform for exchanging ideas and experiences on how to advance in public administration and management".
Rwanda's Minister of the Public Service and Labour, Anastase Murekezi said the roundtable discussions offer a unique opportunity to consider all possible approaches to improve the livelihood of Africa's citizens.
"Improving efficiency and effectiveness of public service management in Africa may take many forms but chiefly, it calls upon leaders in public sector to make critical steps to improve on achieving public results of high public value and to serve the collective interest," said Minister Murekezi.
AAPAM is an international professional organisation for those who practice, teach, conduct research and offer advisory services in administration and management in both the public and private sectors, mainly but not exclusively, in Africa. It was founded by Heads of Public Service of African Governments in 1971 and is based in Nairobi, Kenya.
