Public Service Charter: Tackling Service Delivery

Together, the Public Service Charter and a draft Public Administration Management Bill published in May for comment seek to address this. Those ultimately responsible for implementing them may soon find themselves relying heavily on the Minister's commitment to 'a discipline management system that corrects and sanctions misbehaviour' if service delivery is to be improved.

Early Childhood Education: No Grade R obligation
The draft Policy Framework for Universal Access to Quality Grade R Education and draft National Curriculum Framework for Children from Birth to Four gazetted recently for comment do not promise compulsory Grade R education by 2019. Instead, they seek to improve access to quality early childhood education with the aim of making it universally available within the next five years to all South African children between birth and four years of age. According to introductory remarks in the draft policy framework, this 'does not place any obligation on the state to offer Grade R'. The 2001 White Paper on ECD spoke of universal access to Grade R by 2010. According to the draft policy framework, in 2009 this target was shifted to 2014. It has now been delayed by another five years.

Medical Insurance: More regulations on the way
Together with National Treasury, the Department of Health is in the process of finalising regulations for the medical insurance industry that will provide 'clear guidance' on the distinction between medical schemes and short-term insurance. This is according to Health Deputy Minister Gwen Ramokgopa, whose remarks at last week's 14th Annual Conference of the Board of Healthcare Funders were only published in full yesterday. Asserting that many medical scheme members experience difficulties in understanding the products they have purchased, Ramokgopa called for a review of the overall structure of medical schemes and the 'plethora of benefits' on offer with the aim of developing a 'more patient-oriented' medical insurance industry.
