Uganda, South Korea Ink Pact On E-Government

Kampala, Uganda — The government of Uganda has signed an agreement with South Korea to enable Uganda develop an e-Government system aimed at creating an 'Integrated Smart One Government'.

Speaking during the handover of the e-Government Master Plan, Mr. James Saka, the Executive Director of the National Information Technology Authority of Uganda (NITA-U) said that the objective of the pact is to establish an e-Government Master plan through analyzing the current status of ICT and e-Government and propose a blue print of an e-Government development plan for Uganda.

Once the e-Government Master Plan is up and running, government will link its various ministries and institutions to a centralized online system and according to Hon. Ruhakana Rugunda, Uganda's Minister for ICT, this will help stamp out corruption.

"Currently we have got institutions working independently and they are not co-coordinating and speaking with each other. Once the e-Government system is up and running it will prevent data loss by establishing government recovery system of general and confidential documents," he said.

He added that the platform will also improve monitoring of administration and enhance efficiency in public service.

Saka also said that to effectively utilize the Master Plan, feasibility studies would be carried out beginning November so as to determine the cost and implementation procedures.

The e-Government Master Plan refers to " the steps necessary to build a foundation for the transformation of how government services would be provided through the use of technology"

The objective of this collaboration is to establish e-Government Master plan through analyzing the current status of ICT and e-Government and propose a blueprint of an e-Government development plan for Uganda

The priority projects to be initiated under the e-Government Master Plan include the Public Key Infrastructure (PKI), National Integrated Data Centre and Shared systems and the National Data Bank; discussions are on-going to conduct a feasibility study in these areas.
