Recently, the United Nations Department of Economic and Social Affairs launched the annual report "UN Global E-Government Survey 2012" on the level of development of global e-Governance.
The main message of this Report refers to the substantial gap of access and use of informational technologies, and that this gap will be not removed in the foreseeable future, if no action will be carried out jointly at national, regional and international levels.
Using interconnections between e-governance and development, the report presents an assessment of 193 ONU Member States on the level of preparedness of e-governance at national level and expanding worldwide the e-Participation.
We mention, that the United Nations Department of Economic and Social Affairs monitors on an international level the index development of e-Government (E-GRI). This index reflects the performance of the world countries on electronic government under a compared aspect, using for this purpose a set of indicators, which although remain consistent, their significance varies, depending on the evolution of basic technology from one edition of the study to another. Quantitative composition of E-GRI Index is based on the evaluation of "web" pages, infrastructure in telecommunications and the intake of human resources:

 Sub-index of telecommunications infrastructure development
 Sub-index of human capital development
The methodology for calculating the index is shown in the figure below:

According to the mentioned report, top 10 countries with advanced e-Government, Republic of Korea maintains its leading position, followed by three European countries: Netherlands (0.9125), United Kingdom (0.8960), Denmark (0,8889). The biggest jump in ratings had Finland which was ranked from 19th place on the 9th in 2011. United States and Norway fell 3 and respectively 2 positions each.
