The awards were given for high performance as measured in the UN e-Government Survey, which is published every two years. Korea, the US and Canada came in first, second and third place overall in the survey for quality of eGovernment services.

The UN said the countries had "established robust telecommunications infrastructure, invested in the development of excellent human capital capacity and provided exceptional e-services and e-content... The citizens of these countries have access to a plethora of e-services and e-content, and benefit from sharing their opinions online and interacting directly with government decision-makers so that their views can be incorporated in the planning, implementation and evaluation of public policies."

Awards were also given to those countries that made the greatest improvements to their eGovernment offerings, and to leading governments on a regional basis. The most improved countries were judged to be Spain, Singapore and Bahrain, while the regional winners were Tunisia (Africa region), United States (Americas region), Republic of Korea (Asia region), United Kingdom (Europe region), and Australia (Oceania region).

The UN said in a statement that the winners "embody the vision and commitment necessary to transform public administration to place the citizen at the center of the development of e-services and e-content delivery".
