Dutch Govt Welcomes New EU Telecom Rules

The Dutch government said it welcomed the agreement reached in Brussels about European rules for the telecom sector. EU Member States, the European Commission and the European Parliament have reached a provisional political agreement on new telecom rules. Three important Dutch requests were included, the Ministry of Economic Affairs and Climate (EZK) said.

Under the deal, extra costs for calling to other EU countries will be capped with a maximum tariff. This can be seen as a follow-up step to the reductions for EU roaming. These rates have been restricted since 2017.

"It will also be possible to open up multiple fixed telecom networks for other providers," reports EZK. The inclusion of additional possibilities for a national regulator to guarantee this access was an important wish of the Netherlands. "After the starting date of the European telecom rules, the Netherlands Authority for Consumers and Markets (ACM) will be able to impose access to networks."

Agreement on 5G and 112
Other parts of the EU telecom agreement relate to the deployment of 5G. The first frequencies for 5G will become available in EU member states from 2020. The minimum duration of permits is set at 20 years, for investment security.

The agreement also says that a 112 warning system should be put in place throughout the EU in case of calamities. The Netherlands is the only member state with a system that is already operational, under the name NL-Alert. Belgium is testing its own system, BE-Alert and different options are being looked at in other countries.
