EU Digital Agenda: European Commission Unveils Ambitious Action Plan To Drive Take Up Of Online Public Services Across Europe

The European Commission unveiled an ambitious agenda to bring public services online across Europe so that it could "serve an economy which relies on the networks of the future."

By 2015, the Commission wants to have 50% of European Citizens using online public services and 80% of businesses. It also wants flexible and collaborative key public services are available online to facilitate the mobility of EU citizens within the internal market in business, work or study irrespective of their original location.

The Action Plan identifies four political priorities based on the Malmö Declaration, agreed on 18 November 2009 at the 5th Ministerial eGovernment Conference in Malmö, Sweden

- Empower citizens and businesses
- Reinforce mobility in the Single Market
- Enable efficiency and effectiveness
- Create the necessary key enablers and pre-conditions to make things happen

“This eGovernment Action Plan will help public authorities to use information & communication technologies to offer better services at lower cost, while making life easier and better for individual citizens and businesses in terms of improved access to public services," Neelie Kroes, the European Commissioner for Digital Agenda said about the plan.

The action plan also focuses on improving security and authentication measures.  The objective would be to establish common parameters for interoperability and e signatures.

The Commission believes this action plan would help enterprises across the EU, especially SMEs by reducing administrative burdens such as one time secure registration of key data across different Eu institutions and member state governments.
